How does Mario Kart 7 measure your time in time trials?

I just beat my old record on Melody Motorway with 0.004 seconds. This got me thinking, how is the game able to measure the time that precise? If the game runs at 60 fps, one frame would be 0.0167 seconds, which is much larger than the difference between my two times. Most games separate frames from game ticks.
So what is probably happening is the game is is updated every tick (which is most likely less than 1 millisecond) and every 1/60th of a second a snapshot is taken of the game state.

This means that between frames you're actually still moving, but you can't see it.
