Conditional Participation List
The council has the right to place any players on this conditionals list should they deem it appropriate. These players would then be expected to abide by the procedure as outlined in the ruleset (section XIII) from the moment they are added to the list, to the point of which they have been removed.
This list is made up of a number of players once caught cheating, or found to have been suspicious.
The initial list does not include people deemed to be suspicious for incidents a reasonable time ago, allowing us to focus on instances happening within the timeframe of EL, removing people who may otherwise have been doing the procedure for suspicious incidents dating from a long time ago.
If you are banned from MarioKartBoards, Wiimmfi League, or Elite League in some way, you are to remain banned in the Elite League until the appropriate staff group has unbanned you, thus membership of the conditionals list in this league is not an excuse to be able to play if another factor may render a player banned.
Conditionals procedure:
XIII. Conditionals Procedure
a. The Council has the power to place any players on the conditionals list, should they deem it appropriate. These players are expected to abide by Conditional Participation rules from the instant that they are placed on the said list, and continue to do so until they are removed.
b. For players placed on the conditionals list, it is preferred that CTGP-R Launcher is used. Usage of this launcher (using correct settings - see rule VI. a.i) enables you to participate in the Elite League without performing any additional procedures.
c. Players unable to perform the conditionals procedure via CTGP-R Launcher (regardless of method) must screenshare/camera-share their full launch to a member of the opposing team or EL Council via Discord, including:
- Opening/Launching the game
- Demonstrating that no cheat codes are enabled (Ocarina is off)
- Performing any action at the request of the opposing team in order to prove the given screenshare is not prerecorded
- Obtaining of anything prior to room connection such as battle glitch.
- Connection to Wiimmfi, and the room on Wiimmfi.
e. Failure to complete the conditionals process is to result in a penalty of 150 points or the player's individual score, whichever is higher.

a.i. If it has been 2 years since a player was placed on conditionals due to a suspicious incident, they will be taken off the conditionals list unless the Council believe an appeal is needed. In which case if the appeal is not sufficient, the player will remain on conditionals until they provide an appeal that is acceptable.

c.i. If a user incorrectly performs this procedure, they must perform the procedure again.
c.ii. If the player leaves the room at any point (whether due to the room closing, the player disconnecting, or the player leaving on their own accord), the procedure must be redone. If the user needing to perform conditionals is sat on a disconnection screen, however, only the rejoining of the room and any actions inbetween must be documented.
d. If conditionals are approved incorrectly, those involved with the incident are at risk of punishment, based on EL Council's discretion.e. Failure to complete the conditionals process is to result in a penalty of 150 points or the player's individual score, whichever is higher.

Banned Players List
Bans may range from anything between a season and a permanent ban at the discretion of Elite League staff. Season bans will be for minor incidents, while the default ban is to be set at 2 years. If a player is caught cheating while serving their ban, an additional 2 years is to be placed on their ban date - this means that if a player is caught cheating during the first 2 years, they would be eligible for review 4 years after the original ban date.
Permanent bans are to be used in cases where either a player has proven that they cannot be trusted (e.g. someone with multiple convictions for cheating, alting and other manipulation), or where they have put the community integrity, or security of players within, at risk. This includes (but is not limited to) distribution of codes, distribution of illegal files, and attempts to DDoS or otherwise disrupt a player's experience.
If the minimum defined ban length for a case has passed, that player (and that player only - not people on behalf of them) is entitled to file an appeal to be reviewed by the Elite League Council. If approved, they will be moved to permanent conditionals. Otherwise, they will remain banned.
A ban from either Wiimmfi League or MarioKartBoards is also considered to ban a player from participating in Elite League, and thus this list is not definitive - we as a league cannot post hundreds of site-banned accounts, it's down to players to ensure they're aware of their status.
All players banned in any manner are banned from participating in both Elite League's Regular Track and Custom Track divisions.
